Cement: Administrative tender specifications and standards in Spain

The paper describes, in chronological order, the different competent Authorities in Spain and the documents issued by them regarding Cement Regulations and Standards. The origin of the early cement quality Rules is referred to, the issuing of Regulations by the Public Bodies and finally the adoption of National Standards on the one hand, as well as the first initiatives to establish International Standards, especially motivated by the export boom after the Second World War, on the other. The second part of the paper offers a brief synthesis of the terms and conditions for cement in Administrative Tender Specifications from 1919 to date regarding definitions, classifications and specifications. Finally the present state of the art is outlined in a series of Tables describing the cement standards in force in Spain.
